Back in 1990, Dubai City was basically a deserted area with no big investments, no proper roads, no infrastructure … we can say it had nothing. Check the picture below to see the reality in 1990

Whereas now, in 2009; there have been massive constructions, super architecture, man made islands, tallest buildings, seven star hotels and much more. Have a look at the picture below and make the comparison yourself. You can see clearly the old buildings are still there but reconstructed:
